Social development index (ISD): calculation for municipalities in the metropolitan region of Campinas/SP

The construction of indexes in subnational units is extremely important to provide detailed information for assessing the situation and monitoring public policies considering aspects of social sustainability. Indexes and indicators are essential as they serve as a guide for decision making at various levels, allowing the measurement of progress and achievement of social development objectives set in government actions. This research aims to find evidence about the social development of the municipalities of the Metropolitan Region of Campinas / SP (RMC) by constructing and evaluating the Social Development Index (ISD). This index will support future research to build the Sustainable Development Index (IDS) for the RMC. As a result, social fragility was detected in the Campinas Metropolitan Region, where only two municipalities reached an 'acceptable' level of social sustainability for a set of 62 indicators. It is hoped that this study will serve as a reference for the formulation and application of more effective metropolitan development public policies, as well as the creation of an information bank (index and indicator panel) for monitoring and evaluation from an Observatory or of a Management Situation Room.
