Cooperative institutional arrangements: analysis of legislation to the countries belonging to the upper Paraguay Basin

This study aimed at analyzing the interaction level and the dimension of the actions of the Environmental Prosecutors who belong to the Chaco-Pantanal Group and are members of the Rede Latina-Americana de Promotores Públicos Ambientais (Latin-American Environmental Prosecutors Network), regarding the possible institutional agreements adopted by the above-mentioned group. In order to do that, the study was based upon qualitative researches on the characteristics of the creation and formation of initiatives of those prosecutors. It could be verified, by means of the descriptive and bibliographical research, pertinent to the aim of this paper, that the network functions in a cooperative, and decentralized way, seasonal and asymmetrical in relation to the Charco-Pantanal Group. However, concerning the formation of the discussion groups that belong to the Latin-American Environmental Prosecutors Network, it is characterized as being homogeneous and symmetrical, and of coalition type.
