Public administration is seen by many lay people as disorganized, expensive and inefficient. From this, this study seeks to optimize human and financial resources, presenting the scenario and variables of a project management implementation process in a public organization; a project that involves a significant number of the institution's resources. The article addresses an investigation of the barriers that prevent the implementation of project management. It is a tool that certainly would not solve all the problems that Public Administration faces, but that if applied correctly would bring gains and success in public projects, generating competitive advantage for the public institution object of the study. The case presented illustrates the concepts presented in the review, as well as the influence of learning on the development of project management. In the end, the work opens up possibilities for continuing research on the topics covered.
