The National Policy of Basic Sanitation, Law No. 11,445 / 2007, has as its principle the universalization of access to water supply services for the entire population. However, many Brazilian cities do not provide water treatment injuring a fundamental right: to human life, provided for in the Federal Constitution of 1988. This study was conducted in the city of Itapororoca (PB), and aimed to diagnose the universalization of water supply according to users' perception, evaluating the quality and offer of the service provided. This is an exploratory and descriptive study conducted from May to June 2018, which was applied 52 questionnaires in a neighborhood association in the Vista Alegre neighborhood. In addition to the questionnaires, the technical reports provided by the Municipal Health Department were analyzed, with the results of water quality distributed to the population. From the results, it appears that the municipality does not meet the principle of universalization of water supply service as shown in the different analyzes, either due to lack of infrastructure, public policies or even an efficient municipal management. Physicochemical and microbiological analyzes distort users' assessment as their results are not within the standards required by the current resolution.
