Taking of cities as an affront to law enforcement: a preventive strategic proposition to criminal organizations in the Tocantins State

The contemporary and violent criminal activity called Taking of Cities, and popularly known as "Novo Cangaço" developed into several aspects and concepts in recent decades until the emergence of an unprecedented modality of organized crime throughout the national territory. The modus operandi of this criminal category is something peculiar that, due to technological development, the ultimate objective of the action and the financial investment of its members, has raised the attention on the part of the Public Security authorities, since the resulting damages are in level patrimonial, financial, social, psychological and health. This research has as a general objective to propose a preventive strategy for the military police of Tocantins to operationalize the confrontation with the crimes of Taking of Cities. The methodology presents bibliographical research, documental analysis, in explanatory typology and quali-quantitative approach, through the historical serie 2016-2021 od crimes against financial institutions registered in Tocantins. The results of this research are total, since the general objective was achieved, through the proposition of the City Defense Plan. In the end it was concluded that the City Defense Plan is a preventive tool that requires multi-sectoral participation, institutional persistence, and integration with other Law Enforcement forces.
