Social control and its relation to social management in the Brazilian public administration: a systematic literature review

From the statocentric paradigm, which prevailed until the mid-1980s, to the sociocentric one, one observes an expansion of the recognition of civil society as a social and political actor. In this context, the participatory process gains greater prominence, being present in two concepts studied in the field of public administration, social control and social management. The present text uses the systematic literature review technique to briefly reflect on the relationship between social control and social management, seeking similarities, differences, and possible intersections between the concepts. A priori, it was considered that social control could be used to exercise social management, as a kind of tool. After delving deeper into the subject, it was found that social management is normally pointed out as a means to achieve social control, the latter being mostly understood as society's control over the State, and the former as a participative management mode, but one that requires a whole structure of non-coercion, incentive to participation, and solidarity.
