Tietê-Jacaré River Basin Management plan: adaptation analysis to climate change

Reflections on climate change are increasingly frequent and complex. This phenomenon consequence of water resources affects the environmental, social, and economic spheres, causing progressive damage to society. Thus, public policy formulation which considers climate change is essential for water management. Therefore, this research analyzed the aspects that should be considered in integrated water resources management to incorporate climate change adaptation measures, based on the analysis of the Tietê-Jacaré River Basin Management Plan. To this end, documental analyzes were carried out in the river basin management plan (effective from 2016 to 2027), and on 08/2020 and 10/2021 Tietê-Jacaré river basin committee’s resolutions. Although the plan elaboration methodology describes scenarios that include climate change, the analyzed documents do not establish actions to adapt to its consequences. On the other hand, potential actions for this purpose were verified, such as forest recovery programs, hydrological monitoring, rivers, and riparian forests revitalization, managers training, among others. With this, it was possible to conclude that the investigated plan does not have specific actions to adapt to climate change but can be adjusted by the use of deliberations and reference terms if requested to incorporate climate change consequences in actions and project execution.
