Risk management aimed at natural disasters in rural areas in Rio Grande do Sul

The occurrence of extreme events can cause impacts to the environment, which are considered as disasters, which can generate social, economic and environmental damages. When this scenario occurs in rural areas, the present community is a victim of socioeconomic and structural damage, in addition to health impacts, as well as in the urban area. However, due to the inequity present in the attention provided by public managers on the rural environment regarding risk management, this community has a more time-consuming and less integrated response power. Through the objective of characterizing the management of risks to natural disasters in rural areas in the state of Rio Grande do Sul/Brazil, a bibliographic survey was carried out on the world panorama, followed by a national panorama in Brazil and, later, in the state of Rio Grande do Sul. Risk management associated with natural disasters has been the subject of studies and world conferences, where a certain advance can be seen in the understanding of rural areas as a place with its own characteristics, deconstructing the simple concept of exclusion from urban centers. In a national context, instruments were identified that help in risk management, such as Agenda 21, S2iD, CAR and climate and disaster monitoring centers. However, the federal legislation identified, as well as some instruments end up not working in an integrated way in the rural context. Regarding the panorama of Rio Grande do Sul, despite the identification of state instruments that help in disaster risk management, it is clear that these were developed as independent and individual actions. Thus, given the objective of the work, the instruments of state risk management to disasters were determined, however this management was not perceived as a set of actions that interacts in an integrated way.
