Strategic management of TD&E: assessment of the need for training in the Ministry of Agriculture, Livestock and Supply

The Ministry of Agriculture, Livestock and Supply (MAPA) is part of the 22 Ministries of the Federal Executive Power, integrating marketing, technological and scientific aspects, as well as the sectors of supply, storage and transportation of crops. Due to the numerous organizational changes that the Ministry has undergone since its foundation, the demands and increased competitiveness, given the transformations that have been taking place in professional education and training, it is essential to adopt appropriate methods both for mapping competences and for the identification of the overriding factors for training. From the perspective of training, development and education, in view of the problems, challenges and trends in training, arising from the difficulties faced during the Covid 19 pandemic, and to propose actions that improve its productivity. The population of this study consists of public servants and this has an applied nature, with a descriptive objective, qualitative/quantitative approach, through the application of a questionnaire addressing personal and professional aspects. The methodologies adopted in this work were: questionnaire, ANT methods, exploratory data analysis and unsupervised machine learning, precisely the K-means algorithm. Exploratory data analysis contributed to the reduction of data inconsistencies and to the robust result of unsupervised machine learning. The results of the questionnaire applied to MAPA employees showed that the interviewees are interested in a training course in agreements and a postgraduate course in agreements.
