Micro and Small Enterprises (MPEs) are essential for the economy, as they generate employment and income, in addition to contributing with a significant portion of the tax collection. However, they have limited managerial actions, especially in relation to people management. Given the above, this article aims to analyze and discuss human resource management strategies with a focus on competitiveness in the context of Micro Small Businesses. Therefore, a systematic literature review was applied. The search for scientific research was carried out in the Scientific Periodicals Electronic Library (Spell) database, from 2005 to 2021, aiming to identify national publications. The review included 8 (eight) articles. The research showed little application of HR management strategies in MSEs as a way to create competitive advantage. However, companies that adopt such strategies focused on organizational skills and the construction of a flexible and participatory organizational environment.
