Immunity and impact on real estate transfer operations (ITBI): a study on tax collection in the municipality of Picos (PI) between 2014 and 2021

The Real Estate Transfer Tax – ITBI is defined as a type of tax that has municipal jurisdiction. From this understanding, objectives were defined for this research, in which the general objective is: to explain how the process of real estate transfer operations (ITBI) occurs in the collection process in the city of Picos-PI. The specific objectives are: to analyze the database of the municipal government of Picos, to verify the current transfer procedure that generates the incidence and immunity of the taxable event, to understand in detail the data about real estate transmission operations (ITBI) from the city hall of Picos and compare the data collected in the city hall with the data available in the city's Transparency Portal. The achievement of these objectives was contemplated through two types of searches: the case study directly in the field of study, the municipal government of Picos, and the exploration of data in the Transparency Portal of the city. At the end of all the analyses, it was possible to reach an understanding of how the real estate transmission operations (ITBI) process occurs in the collection process in the city of Picos (PI).
