Effectiveness of participatory budgeting in northeast capitals: an empirical analysis of the challenges of its implementation

This article analyzes how the capitals of the Northeast are applying the participatory budget and its relationship with the effectiveness of guaranteeing the execution of popular proposals. This is qualitative research with an analytical scope, developed through documentary research. The study was carried out through the official websites of the municipalities of the analyzed municipalities, official publications and the Laws of Budgetary and Annual Budget Guidelines that range from the years 1990 to 2020. For data processing, content analysis was adopted. There was a certain concern of the Capitals regarding the implementation and conduction of programs focused on popular participation. However, the amounts invested are still below expectations and do not include what was published in the Participatory Budget. The research allowed us to identify gaps between normative forecasts and the effective execution of popular demands, highlighting the need to create strategies and actions that can guarantee that the PB is actually fulfilled, preserving its purpose and raising popular participation.
