Sustainable public recruitment: better expenditure, more planning?

The general objective of this study is to compare the amounts and expenditures related to the sustainable contracting of Higher Education Institutes (HEIs) linked to the Ministry of Education (MEC), from 2011 to 2016, with their respective Institutional Development Plans (IDPs) effective in 2015. The research on the objectives, is classified as descriptive, in relation to the approach of the problem, the research is qualitative. Data from the Federal Government and the studied institutions were searched through data collection - Panel (Compranet) - as well as documentary analysis of the IDPs of the institutions in force in 2015, that is, a secondary data source. The initial relationship has 116 institutions, however, those inactive were excluded; institutions that are not HEIs; and HEIs that did not publish their PDI, leaving 95 institutions to be analyzed. In conclusion, although all higher education institutions are obliged to publish their IDPs, it seems to us that this is done in order to comply with a legal determination, since with regard to sustainable hiring, of the analyzed institutions a small minority presents something in their IDPs. In addition, the study does not have a concern with the expenses related to sustainable hirings by institutions, because in the analysis of 5 years, the percentage of sustainable hirings of 0.03%, while it is not sustainable represent a percentage of 99,97.
