Representation of the higher education quality assessment through the Program Theory

This article proposes a representation of the Program Theory. The study focuses on the development of the Logical Structure Matrix and on the representation of the program for evaluating the quality of Brazilian higher education through the Logical Model. Since quality education is a valuable asset for a country, as it defines its future and that of its people, the representation of the program for evaluating the quality of higher education in the light of the Program Theory, through the Logical Model and the development of the Logical Structure Matrix contributed to the consolidation of the understanding of the higher education evaluation system, considering that the study identified the causal path of the intervention, the cause-effect links between the elements and the possible results that generate political learning, promote social change and ensure the sustainability of the program. Thus, the results strengthened the learning about the evaluation system of higher education, considering that the practical work provided by the study consolidated and corroborated the theoretical content raised. Due to the importance of the Logical Structure Matrix and the Logical Model as instruments that can be adopted in several studies in the area of public policy evaluation, it is expected that this work can inspire other research.
