Comparative performance of public and non-profit private providers in health primary care

This study aimed to analyze the performance of non-profit private entities in the provision of Primary Health Care services and factors that influence it and compare them with public providers of health services. To this end, a systematic review was carried out in the Virtual Health Library (VHL) and Web of Science databases, in May 2020, using the search terms efficiency, primary health care and their respective descriptors. In addition, a manual search of the references cited in the studies included in the review and other studies on the topic was performed. 26 articles remained for the analysis, regarding access, equity, quality, results, efficiency and infrastructure. The results proved to be more effective, with the exception of efficiency, which did not show superiority, in non-profit private entities, but, since there are a limited number of studies and the lack of sufficient evidence for comparison, it is not possible to affirm the superiority of performance of private not-for-profit providers over public ones. The authors pointed out the need for additional studies in the search for more evidence on the effects on the performance of the PHC services provided, so that positive and negative aspects can be identified and the search for improvements.
