Healing councils in federal higher education institutions in the southern brazilian region: how are they organized?

The objective of the research is to identify how deliberative councils specific in matters of inspection, monitoring and evaluation of the economic, financial and patrimonial situation (Councils of Trustees) of the IFES in the Southern Region of Brazil are organized. The research is qualitative, descriptive, documentary, and used content analysis. The list of IFES was obtained by applying filters available on the Ministry of Education website, and their Statutes, General Regulations and Internal Regulations of the Councils were used for data collection. The results indicated that, of the seventeen observed IFES, seven maintain Boards of Trustees (or similar name). All are instituted with a deliberative nature, however deliberative functions do not include the total of attributions; at five universities, part of the reviews is opinions. The attributions, after being grouped by themes, indicated a scope of action in: economic-financial inspection; budget; additional credits; accountability; bookkeeping; equity situation; credit operations; contracts and agreements; values and contributions; and auditing. All Councils guarantee representation of students and teachers; however, some do not include other segments of the institutional, local and regional communities. The selection processes of representatives are disparate, ranging from peer elections to nominations by the university president. Regarding such unequal attributions, it was noticed that there is no standard on which should be the role played by the Board of Trustees in a federal institution of higher education.
