Several studies point out that the lack of capacities or technical skills among employees and government officials negatively impact the management of solid waste and garbage. In view of this, this article aims to explore, describe and discuss the challenges of waste management in the city of Alenquer (PA) with a view to deepening the understanding of the relationship between context, capacities and problems in waste management in the Amazon context. To this end, a document analysis was carried out with the aid of statistical software to categorize connections and explanatory gaps. The results showed that people have assumed posts without being aware of the functioning of public policies and administrative functions, factors that have weakened the ability to coordinate government actions. The result is a low administrative efficiency of waste and garbage collection and management services, factors that reflect a negative feedback process between municipal coordination, garbage and public problems, especially in public health. It appears that changes in this political system tend to be slow, as there are indications that there is no capacity and political will of the local elites.
