The strength and weakness of solid waste management in Paraíba river valley metropolitan area, São Paulo state

Due to its strong economic and technological performance, the Vale do Paraíba Metropolitan Area, in the state of São Paulo, generates and disposes a wide variety of solid waste. However, there is still a reduced amount of public information available on this subject and, by 2015, only 12% of the cities had its Integrated Solid Waste Management (ISWM) ready to satisfy the federal legislation requirements. An applied research was conducted covering thirty-four cities embraced by the Vale do Paraíba Metropolitan Area. This research used survey-based and participatory workshop methods to evaluate the information available regarding solid waste generation and to identify the weakness recognized by local public authorities as the main reason for the lack of most of the plans. Among the main findings, the results revealed that the cities only had control of the urban and health service solid wastes. In this region, by 2014, the health service solid wastes were properly allocated. There was a higher per capita generation of these residues in larger cities. Despite the divergence of public data on solid urban waste generated in the region, there are public and private landfills for which this waste is being sent and this action has been highlighted by municipal managers as the main positive point of management.It was also found that the claim of managers lacking financial resources and technical training
should not be understood as the reason for the lack of plans, since both were available in the territory and were not properly appropriated.
