The management council is an instrument that aims to guarantee the society participation in the process of management of protected areas. However, not all units have formally constituted councils. The objective of this work was to analyze the process of participative management of the conservation units (CUs) in the Rio de Janeiro state throughout the constitution of the management councils. In the total, 52 CUs had been identified and only 43 CUs had presented council instituted. The federal level was the one with the highest percentage of CUs with councils instituted (100%), followed by the state (72,7%). The APAS and parks were the categories with the highest number of units with management council established (15 in a total of 18 each one). Although still low frequency councils in state conservation units, compared with federal, state of Rio de Janeiro, it is expected that this scenario begin to change in the medium and long term.
