Assessment of the quality of urban solid waste management in the city of Jandaia/GO

Abstract

One way to operationalize the concept of sustainability is through the use of indicators, tools that help managers in the decision-making process. This case study aims to evaluate the quality of Urban Solid Waste Management (USWM) in the city of Jandaia/GO. The strategy adopted to achieve the desired ends is indirect documentation, covering documentary and bibliographical research, and direct documentation, bringing intensive direct observation through interviews with those who provide, with those who execute and with those who receive the service. The results showed that the Indicator of Sociocultural Conditions in the view of who performs the service (ISC_P), 0.37, and the Quality of Life Indicator (QLI), 0.48, resulted low values, but the convergence between them is greater than the convergence between Indicator of Sociocultural Conditions in the view of who provides the service (ISC_PR), 0.73, which resulted in a high value, and any of them. This shows some alignment in the looks that guide the category of those interested in having better living conditions and the category of executors interested in promoting these improvements. But the social category performs the service considers the conditions for living available in the context worse than the category of individuals living such conditions. This may be mainly explained by the large irregularity, observing the scale from 0 to 10, between the grades assigned by Urban Solid Waste (USW) management workers and the small irregularity between the grades assigned by managers to the state of the aspects considered. The Living Conditions Quality Indicator in the view of who provides the service (LCQI_P) score was 0.06 and the Living Conditions Quality Indicator in the view of who performs the service (LCQI_PR) Score for 0.15. It was concluded that as a methodological instrument, this model presents viability in its use, as it participatively extracts the information necessary to evaluate the context from which one wants to know reality.

Graduado em Engenharia Mecânica pela Universidade Estadual de Campinas (1992), mestrado em Engenharia Agrícola pela Universidade Estadual de Campinas (1995) e doutorado em Planejamento de Sistemas Energéticos pela Universidade Estadual de Campinas (1999). Foi professor das Faculdades Hoyler (1995-1999), atuando, principalmente em logistica. Foi professor Doutor no Centro Universitário Luterano de Palmas mantido pela Universidade Luterana do Brasil de julho de 1999 a agosto de 2010. De maio de 2008 a junho de 2009 foi professor da Universidade Federal do Tocantins (UFT), campus de Porto Nacional, no curso de biologia. A partir de julho de 2009 passou a atuar como professor adjunto do curso de engenharia ambiental da UFT, campus de Palmas-TO. É professor colaborador do programas de mestrado em agroenergia e efetivo do programa de mestrado profissional em Engenharia Ambiental. Foi professor do ITPAC Porto Nacional. Foi professor titular da FACTO, foi coordenador do Curso de engenharia de Produção e diretor do Centro superior Politécnico da FACTO. Foi, coordenador do curso de engenharia civil da FACTO.
