Culture of risk management in the mitigation of 'natural' disasters

This article highlights the need to promote integrated actions of Social, Exact and Engineering Sciences, in the mitigation of 'natural' disasters. The reflections presented here propose convergent actions by agents involved in this issue, which should rethink the development model, privileging the risk management culture to the detriment of the disaster culture. Some questions and discussions about disasters are posed: do they occur more today than in the past? How does each individual perceive the disaster? How to make Brazilian society better aware of the guarantee of their fundamental rights, in the context of disasters? In the disaster episode, who is to blame? How to (re) build in the post-catastrophe - sad and enriching episodes from Mariana (2015) and Brumadinho (2019). Finally, living in a moment of full expansion of the universe of risks, everyone is called to work collaboratively for a more social engineering.
