Damage caused to multiple uses the water resource arising from the alteration of the flow by the sedimentation and siltation of the reservoir of the elevatory plant of Santa Cecília de Barra do Piraí (RJ)

The objective of the present work consists of presenting some techniques of environmental economic valuation when complete market information is not available, and the results obtained provide a more quantitative than qualitative focus to the costs found. The methodology is carried out through qualitative analysis of the characterization of the aspects that generated the environmental impacts during the construction and operation phase of the plant. The results indicate that there was sediment retention and silting of the reservoir, with loss of its useful volume, and consequent impairment of multiple uses. It was noted from the calculation that the total loss of benefits (electricity and flood control) caused by erosion and sedimentation, with a reduction in the volume of the lake for a 48-year period, is R$ 772,009.30. In short, it was found that almost fifty years after the dam was built, in early 2000, the municipality of Barra do Piraí suffered a disaster - flooding - that left families homeless, destroyed homes and caused untold damage to public infrastructure and the environment. This disaster resulted in losses from environmental liabilities and the flood, which amounted to a total of R$ 14,410,815.95 for the year 2001.
