Implementation of intermunicipal public consortium of urban solid waste: Monte do Carmo and Silvanópolis, Tocantins

Abstract

The present work aimed to analyze the technical feasibility for the implementation of an intermunicipal waste consortium between Monte do Carmo/TO and Silvanópolis/TO use the final destination and the appropriate waste based on the National Solid Waste Policy established by Law no. 12.305 / 2010. To this end, a visit was made to the municipalities with a questionnaire applied to the employees of the Secretariat of the Environment, to obtain knowledge about their current situation regarding waste collection and disposal. The analysis of georeferenced data generated through the ArchGis program was also performed to determine optimal areas for the installation of a toilet, used in tests applied by Resolution CONAMA 404/2008: Slope, Water Resources, Soils, Distance Roads, Urban Perimeter and Areas of Permanent Preservation. It was finished that both municipalities are in non-compliance with the National Solid Waste Policy, since their waste is still disposed of in open dumps without any environmental control, although recycling programs are already being implemented in Silvanópolis of some materials. In georeferenced data analysis, it is possible to guarantee the technical viability for the construction of a consortium landfill in the region near the highway that connects the two counties.

Possui graduação em Engenharia Agricola pelo Centro Universitário Luterano de Palmas - CEULP-ULBRA (2002) e graduação em Engenharia Civil - ITPAC - Porto Nacional (2011). Tem experiência na área de Engenharia Agrícola , com especialização em Conservação de Solos e Sistemas Hídricos, atuou na área da agricultura familiar como extensionista rural executando projetos de Pronaf e FNO trabalhou com a emissão de Licenciamento Ambiental para produtores rurais. Também possui diversos cursos Técnicos na área agrícola. Na área da Engenharia Civil tem especialização em Estrutura de Concreto e fundações. Já trabalhou com Saneamento e Esgotamento Sanitários.Tem experiência também na área da construção civil na execução de edificações prédios com 3 pavimentos. Atuou na área de ferrovia na manutenção e acompanhamento nas identificações dos passivos ambientais. Atualmente encontra-se executando serviços no gerenciamento e supervisão ambiental da construção da BR 242 -TO.
