Social housing and master plan for territorial planning of Teresina, Piauí: an attempt to align with new urban agenda

The Minha Casa Minha Vida Program financed social housing (HIS) throughout the national territory without establishing location standards that would promote integration between the new complexes and the consolidated urban fabric, affecting access to employment, transportation, social interaction for residents, as well as the appropriation of housing units. As it is a program of great capillarity in the national territory, being present in large, medium and small cities, it is important to highlight the consequences of its implementation in different contexts, and its relationship with local urban policy. In December 2019, the city of Teresina, capital of Piauí, approved the Master Plan for Territorial Planning, PDOT, using the Transit Oriented Development (TOD) methodology, having among the objectives to control the the urban sprawl and territorially include communities low income, the result of an alignment with the New Urban Agenda, and the global Agenda 2030, to which Brazil is a signatory. This article identifies and discusses proposed strategies for HIS development and resilience. Therefore, through GIS, the PMCMV tier 1 projects implemented in the city were mapped, as well as the main structuring elements mentioned by the plan. The results demonstrate the absence of short-term strategies for development and resilience in peripheral neighborhoods, in addition to a series of difficulties in meeting SDG 11, which deals with making cities and human settlements inclusive, safe, resilient and sustainable.
