Municipal sustainability: analysis of socioeconomic development of mining municipalities of Minas Gerais State

This study aimed to identify the degree of economic dependence of the municipalities of the state of Minas Gerais in relation to mining companies located in their territories. We sought to analyze the relationship between the level of municipal development and the royalties received for mineral exploration in the municipalities. This descriptive and explanatory study used data available on the sites of the Atlas of Human Development in Brazil (Municipal Human Development Index - IDHM), João Pinheiro Foundation - FJP (Minas Gerais Social Responsibility Index - IMRS, Tax and Economic Development Index - IDTE and General Education Quality Index), National Treasury (Collection and Royalties) and Brazilian Institute of Geography and Statistics (Municipal Gross Domestic Product - GDP-M and Population). 619 municipalities were analyzed, selected because they were those that received royalties from mining companies. The methods used were cluster analysis, correlation analysis and regression analysis. It was observed that there is a bias between the level of dependence between royalties and the development index of the municipalities analyzed. However, the study highlights that municipalities heavily dependent on royalties do not always have the best socioeconomic results among the other municipalities of Minas Gerais. Regarding economic sustainability, municipalities were detected in which revenues and expenses do not have a long-term equilibrium relationship, noting that royalties are not being applied in projects that stimulate the economic diversification of the municipalities. Thus, as the total collection increases the MHDI, the GDP-M and the IDTE of the municipality increase. For IMRS and the General Education Quality Index, it was found that royalties are not able to explain their variation.
