Motivation in the public sector: the case of elementary school teachers of the municipality of Três Rios (RJ)

Abstract

This work aims to identify the factors that impact the motivation of elementary school teachers in the municipality of Três Rios, since this contributes to the efficiency proposal, a requirement of the new global trend in Public Management. Due to the lack of motivation of elementary school teachers in the municipality of Três Rios, it is necessary to study the most important theories about motivation and to know the Career, Positions and Salaries Plan (PCCS) as a useful mechanism to establish clear and fair rules for performance, promotion, granting benefits and remuneration. In Brazil, Law No. 11,738/2008 defined that all teaching professionals should be covered by the career and remuneration plan. With the approval of the National Education Plan (PNE), Law No. 13,005 of June 25, 2014, it was established that federative entities should value the teaching professionals of public basic education networks to equate their average income with that of other professionals with equivalent education, until the end of the sixth year of validity of the PNE. In the municipality of Três Rios, the Career, Positions and Salaries Plan is governed by Law No. 4,312/2016. In this context, a qualitative and descriptive research was carried out. For data collection, bibliographic research and interview were used, based on theoretical foundations of studies such as Maslow (1954), Herzberg (1959) and McGregor (1999), public management and the PCCS of the municipality. As a result, through content analysis, it was identified that the main causes of lack of motivation lies in the non-compliance with what is established in the current PCCS, which negatively impacts the performance of professionals working in the elementary school of the municipality and, consequently, on the quality of the service delivery to society. It is concluded that motivational factors should be treated as a relevant issue and be properly monitored, since there are disagreements that may influence the efficiency and quality of the public service provided.
