Theory of bureaucracy in Brazilian public administration: a systematic review

The objective of this research is to analyze the scientific production on the theory of bureaucracy in the Brazilian public administration, in the last 10 years. The methodology used is a systematic review, using the Preferred Reporting Items for Systematic Reviews and Meta-Analyses (PRISMA) protocol. Fifteen articles dealing with the application of the precepts of bureaucratic theory in the country's public sector were analyzed. The study shows that the focus of the research is on carrying out case studies in order to verify how bureaucracy influences the way in which a public agency operates, in order to examine how it affects the efficiency in the provision of services. Regarding the theoretical field itself, most studies focus mainly on the use of concepts such as street bureaucrats, representative bureaucracy and actors involved in public policy formulations. The research points to a scarcity of publication. On the other hand, the high level of publication is evident, considering the impact factors of the journals.
