Joint mapping of processes for hiring services according to Normative Instruction 05-2017: subsidizing collective learning and training

Organizations are expected to obtain greater efficiency in their production processes by internalizing knowledge of the work produced. Therefore, the aims to share the tacit knowledge of employees developed in their work experience. When hiring outsourced services at a public institution, it was necessary to learn and produce the knowledge required to implement the guidelines and requirements required by Normative Instruction IN05/2017. Thus, seeking efficiency in the process, the experienced and inexperienced servers involved shared their knowledge promoting individual and collective learning and generated the necessary data to map outsourced services hiring processes in the field according to the specificities of the Campus examined in an Educational Institution. In this qualitative applied research of interventionist methodology, action-research and participatory empirical data comes from 3 group meetings, 5 individual interviews and a semester of participant observation. Once transcribed, they were analyzed through content analysis, revealing no standardization of activities and the need to clarify the informal guidelines that were shared about the hiring process. Thus, the actions that enabled the mapping and collective description of the processes activated the learning capacity of the participants, evidenced in a Process Guide produced together, thus standardizing activities and becoming a consultation and training tool for employees in the organization.
