Tourism and sustainable territorial development: the role of the institutional dimension in Florianópolis

The debate on tourism and sustainable territorial development has been fundamental to the creation of strategies that guarantee not only economic development, but, above all, socio-environmental development. The objective of this research was to analyze whether the tourism segment in Florianópolis, from the institutional dimension (laws, decrees, plans and projects), has been an articulating axis for innovative projects of sustainable territorial development. The study presented here is based on the approach to sustainable territorial development (STD). This is predominantly qualitative research, with explanatory and descriptive approaches, which used bibliometrics and documentary analysis for data collection. The mapping carried out in official documents of the municipality pointed out the importance, for tourism, of both environmental conservation and optimization of the use of natural resources and investment in infrastructure. In addition, aspects such as those related to the rescue of the socio-cultural dimension of the territory and the awakening of the feeling of belonging were also present. However, these territorial planning mechanisms still touch the STD approach, as they have not sought to insert the socio-environmental issue at the center of municipal planning and management.
